Subcontractor from Lithuania
Subcontractor from Lithuania with our own foreman
UAB Nonstop Group from Pasvalys has carried out construction and subcontracting work since 2010. For contractors, main contractors and developers in Germany and across Europe we take on defined work packages under a contract for work. The trade, composition and availability for your project are confirmed in the written offer.
Our focus includes Luxembourg, southern Germany, the Netherlands, Belgium and Norway.
The problem we solve
You have not worked with a foreign subcontractor before and want to know who your contract partner is, who will be on site and what to check beforehand.
Why contact us
- One contact and our own foreman
- The foreman organises the work on site and coordinates it with your site manager.
- A clear written offer
- Scope, team, programme, price and responsibilities are written down before work starts.
- We assess document requirements up front
- Before the project starts, we assess the applicable document and posting requirements according to the country, the project and the workers' status.
- Flexible capacity
- Our own workers, partner crews under contract and specialists selected for the order.
Who we are, how we work and which trades you can request
- 01
Who we are
UAB Nonstop Group, based in Pasvalys, operating since 2010. We have worked in Lithuania, Poland, Germany and the Netherlands.
- 02
Who works on site
Our own workers, partner crews under contract or specialists selected for the order, so not necessarily only Lithuanians. The offer gives the composition.
- 03
How the work runs
You send drawings or a bill of quantities. We check feasibility and the legal model, send a written offer, sign the contract and prepare the documents; on site our foreman leads the crew.
- 04
A contract for work, not hire
Because hiring out workers into construction businesses is in principle not allowed in Germany (AÜG § 1b), we agree a specific result, and our foreman gives the instructions to the crew.
- 05
What to check
The A1 certificate, prior notification to the host country's authorities, in Germany also the notification to the chamber of crafts for licensed crafts, liability for the minimum wage and the construction withholding tax.
- 06
Trades
Roofers, timber frame work, carpenters, bricklayers, facing brick layers, facade work, door fitters, tilers, drywall installers, interior finishing, floor layers, painters, plasterers and jointers, construction crews, assembly teams. The offer confirms which of them suit your project.
Who it is for
- Contractors in Germany, including southern Germany and the region along the Swiss border
- Main contractors that have not yet worked with a foreign subcontractor
- Contractors in other European countries looking for a subcontractor from Lithuania
- Developers and procurement managers who check a subcontractor before the contract
How the team is formed
- Contract partner
- Your contract partner is UAB Nonstop Group; the contract states clearly who employs whom and who answers for what.
- Foreman on site
- An own foreman leads the crew and agrees the sequence with your site manager.
- A team for the project
- The team is formed for the specific project; we promise no crew before the offer.
Cooperation models
Subcontract – a work package
We carry out the agreed scope with our own foreman and are responsible for our part under the contract. You set the scope and accept the completed work.
A crew for a project phase
A team led by our foreman carries out an agreed phase; responsibilities are set out in the contract.
Direct hire
We select specialists whom you employ in your own company.
Legal model by country
For German sites we offer only a contract for work; in Austria and the Netherlands we use the same model (Werkvertrag, aanneming van werk). For posted workers the A1 certificate is issued by the social security institution of the country where they are insured, and the host country's authorities are notified before or at the latest when the posting starts. In Germany each posting is registered before work begins in the customs portal Meldeportal-Mindestlohn. For the minimum wage of a subcontractor's employees, the commissioning business is liable like a guarantor (AEntG § 14, MiLoG § 13). This is the general legal position and no statement about our status: which documents exist for your project is written in the offer.
The specific requirements depend on the type of work, the contract model and the workers' status, so we confirm them separately for each project. This information is not legal advice and does not imply automatic approval or eligibility.

- 02
Assessment and offer
We check feasibility and the legal model and prepare an individual written offer.
- 03
Contract and documents
We agree scope, responsibilities and accommodation. Before the project starts, we assess the applicable document and posting requirements according to the country, the project and the workers' status.
- 04
Mobilisation and work
The team arrives according to the agreed plan, and you have one contact person for the whole project.
Experience and evidence
In the Netherlands we have worked since June 2019, without a break in 2022–2026, on renovation, interior finishing and roofing of residential buildings together with local contractors. The projects page describes this and shows our own photographs of reinforcement and concreting. We publish no project descriptions for work in Germany.

Become a subcontracting partner →Frequently asked questions
01Why a subcontractor from Lithuania?
The country of origin alone decides nothing. What counts is a clear scope, an own foreman, responsibility set out in writing and work since 2010. Judge us on that, like any other subcontractor.
02Are all the workers from Lithuania?
No. Our own workers, partner crews or selected specialists work on site, and their origin may differ. You will see who is working on your site in the offer.
03Which documents should we check before work starts?
The written contract and an A1 certificate for each posted person. In Germany also the notification to customs, for licensed crafts the notification to the chamber of crafts, and the exemption certificate for the construction withholding tax. Other countries have their own requirements, which we assess for each project. Ask this of any subcontractor; what we have for your project is written in the offer.
04Who is liable for the minimum wage of a subcontractor's employees?
In Germany, under AEntG § 14, the commissioning business is liable for the net minimum wage like a guarantor who has waived the defence of prior enforcement, including for further subcontractors in the chain. MiLoG § 13 applies this to the statutory minimum wage. Other countries have their own rules. For your specific case, ask your legal adviser.
05In which language does cooperation run?
We reply to requests in writing. The working language on site and the foreman are named in the offer for the specific project.
06Which trades do you work in?
The list is on this page. A trade on the list is no promise of free capacity: we confirm the trade, composition and availability for each project in the written offer.
07Do you also provide individual construction workers from Lithuania?
For German sites no, because hiring out workers into construction businesses is in principle not allowed there (AÜG § 1b). Describe the result you want, for example site preparation for a phase or the walls of one floor, and we will tell you whether it can become a work package with our foreman. In other countries the model is confirmed for each project.
08How do I send drawings or a BOQ?
Paste a link to the files in the form (Google Drive, Dropbox, WeTransfer or similar), or email them after you submit, quoting your request number.
