Ways of working together
Subcontracting under a contract for work (entreprise)
We deliver an agreed result under our own management, with our own foreman and tools, and are responsible for our scope. In Norway, whether an arrangement is genuine subcontracting or labour hire is assessed on how the work is actually organised, not on what the contract is called.
Provision of workers
Hiring workers out from staffing agencies (innleie) for construction work on sites is restricted in Norway and not permitted in several counties, including Oslo, so for construction we offer genuine subcontracting, not labour hire.
Direct hire
We select specialists whom you employ.
Whose capacity works on your project
- Our own workers and foremen – when they are free for your project period.
- Partner crews and subcontractors we work with under contract.
- Specialists selected for the specific order.
The offer states which capacity will work, who manages the work and who employs the workers. We do not promise headcounts or dates in advance – we confirm them against the specific requirement.
Regions where we look for projects
We take enquiries from the whole country. We have no offices in these cities – the team comes to the site.

How a subcontract works in Norway
Reporting to the Tax Administration
The assignment and its posted workers are reported to the Norwegian Tax Administration (Skatteetaten) — the client files RF-1199 and the contractor files RF-1198 — as soon as the contract is entered into and shortly after work begins.
HMS card on site
Every worker on the site must carry a valid HMS card (HMS-kort), issued through an Arbeidstilsynet-approved issuer; it is ordered once the company and the workers are registered.
The right to work depends on nationality
EU/EEA citizens move freely and carry an A1 for social security only. Workers from outside the EEA usually need a Norwegian residence and work permit from UDI, unless a specific exemption applies, and holding an EEA residence permit elsewhere is not enough on its own. We confirm the permit or the exemption per worker with UDI before work starts — nothing is automatic.
Generally applicable pay
Minimum pay and conditions follow the generally applicable (allmenngjort) collective agreement for the construction industry; the terms that apply are set out in the offer.
A genuine subcontract, not hire
Because hiring workers out for construction is restricted, the work is delivered as a genuine entreprise — our own management, foreman and tools, with responsibility for the result. This is judged on how the work is actually run, not on the contract's name, and we can document it.
Specialised work packages
Separate lines of work – each with a description, cooperation models and a request form.
- Timber frameAssembly of timber frame houses, walls, floors and roof elements for contractors and timber frame manufacturers in Europe. Submit a project request.
- EarthworksEarthworks, excavation, foundation pits, trenches and site preparation with excavator operators for contractors in Europe. Submit a project request.
- Concrete & reinforcementReinforcement, formwork and concreting as a subcontracted work package with our own foreman for main contractors in Europe. Send drawings or a BOQ.
- Site support crewsConstruction support crews with a foreman for large projects: site preparation, material handling and support to the trades. EU and EEA.
Trades you can request
Choose a trade – the subcontracting enquiry opens. In Norway, construction crews work under a contract for work.
How cooperation works
- 01
Enquiry
Type of work, location, trades, approximate numbers and timing – as much as you know. An e-mail address is enough.
- 02
Assessment and offer
We check feasibility and the legal model and prepare an individual written offer.
- 03
Contract and documents
We agree scope, responsibilities and accommodation, and prepare the documents the host country requires.
- 04
Mobilisation and work
The team arrives according to the agreed plan, and you have one contact person for the whole project.
Documents and compliance
- EU/EEA workers posted to Norway carry an A1 for social security — this is not the right to work. Workers who are not EU/EEA nationals usually need a Norwegian residence and work permit from UDI, unless a specific exemption applies; a residence permit from another EEA country does not by itself give the right to work in Norway. The requirement, or any exemption, is confirmed per worker before work starts.
- The assignment and the posted workers are reported to the Norwegian Tax Administration (Skatteetaten): the client reports the contract (RF-1199) and the contractor reports its workers (RF-1198).
- Every worker on a Norwegian construction site must hold a valid HMS card (HMS-kort), required by Arbeidstilsynet, and pay follows the generally applicable (allmenngjort) collective agreement for construction.
The specific requirements depend on the type of work, the contract model and the workers' status, so we confirm them separately for each project. This information is not legal advice and does not imply automatic approval or eligibility.
Accommodation
We recommend that the client or main contractor provides accommodation. We also accept other options: arranged by Nonstop Group under a separate agreement, costs reimbursed or shared, another solution, or terms still to be agreed.
Send a project enquiry
Choose what fits. A phone number is optional and we reply in writing. Prices and terms are provided individually.

We can take on work packages in concrete, reinforcement, formwork, masonry, interior finishing and installation. We assess the scope from your drawings or bill of quantities.
02Can you arrive with a complete crew?
We build the team to the requirement: from our own workers, partner crews or specialists selected for the project. The line-up, foreman and start date are confirmed in the offer.
03Who arranges accommodation?
We recommend that the client provides accommodation. If that is not possible, we discuss other options – none of them prevents you from sending an enquiry.
04How much does it cost?
We do not publish prices. We prepare an individual offer based on the scope, duration and conditions of the work.
